Why refer? - There are many reasons why a family may be referred for a place in one of St. Michael's houses. Today there is almost always some concern about child protection. This may be because the personal history of a parent suggests as much, or it may be because the parent has a learning disability or a mental illness, or perhaps a history of drug or alcohol abuse.

 

Who Refers to St. Michael's

The social service departments of boroughs both in and out of London are our chief referrers. They may refer a family because the court has ordered a residential assessment or because, through their own interventions and planning, a residential assessment is the next step. Sometimes a solicitor makes an initial application. In this case the family will still have to come through the social services. Children's Guardians (formerly Guardians-ad-litem) also make contact. The Children Act 1989 provides the framework for much of the work, and since April 2003 St. Michael's is required to register its residential family assessment centres under the Care Standards Act 2000.
